The U.S. Embassy Port Moresby is seeking proposals.

  • The U.S. Embassy in Port Moresby seeks bids from interested and qualified General Contractors to undertake construction projects on an embassy-owned residence.  The project follows the removal and disposal of wall board and ceiling board for abatement of asbestos from both interior and the exterior of a U.S. Embassy owned residence (by a separate U.S. Government contractor).  There is no asbestos related work in this scope of work, the residence will be abated and certified clean.  Until the abatement work is complete the actual scope of the restoration will not be fully known.  The scope of work will entail various exterior and interior components including:

    Exterior

    • Repair and restore the roofs, gutters and drain system.
    • Repair, restoration or replacement of soffit and parapet where affected by ACM abatement or roof repairs
    • Inspection and repair of substandard health and building code conditions and observed damaged structural components, plumbing, electric, communication and mechanical systems where revealed
    • Seal and Paint entire residence

    Interior

    • Inspection and repair of substandard health and building code conditions and damaged structural components, plumbing, electric, communication and mechanical systems where revealed
    • Insulate open wall and ceiling cavities, sealing all open penetrations with fireblock and/or insulating foam
    • Install approximately 3 linear meters of new interior partition in family room, door, window, joinery and service sink with architectural trim to match and associated electrical wiring, lighting HVAC and plumbing.
    • Restore the walls and ceilings to original condition with approved building materials
    • Repair, restore or replace architectural features – floors, door and window trim, hardware, base and ceiling molding, skylight grill, security grills and similar to match existing
    • Replace affected plumbing fixtures, basins and shower-tub enclosures
    • Repair or replace kitchen cabinetry as required to match the existing.  Alter existing cabinets to accommodate the needs of the Deputy Chief of Mission’s staff and service ware used there.
    • Paint, finish, and clean throughout
    • Replace affected electric fixtures
    • Coordinate with US Embassy HVAC contractor to reinstall affected split packs
    • Reinstall appliances and confirm code compliant and operational
    • Provide and install window treatment and confirm operational
    • Replace Master Bedroom wardrobe cabinetry

    Other relevant conditions: The spiral staircase is not for use by contractor or subcontractor to move materials, supplies, tools or workforce.  A separate means of conveyance must be arranged from the driveway or yard.  All scaffolding and rigging must be performed to USACE Safety & Health Requirements.

  • The U.S. Embassy in Port Moresby is seeking bids from interested and qualified General Contractors to undertake construction projects on embassy-owned residences.  The scope of work will include:

    Architectural and Engineering

    • Use existing drawings to inspect conditions at the site
    • Provide amendments to existing drawings and material and installation specifications to resolve water penetration issues at the sundecks and additions
    • Provide specs and MSDS to U.S. Embassy for approval prior to purchase 

    Exterior (two buildings, 3 dwellings per building)

    • Repair and restore the sun decks and associated handrails.  Provide cost benefit analysis #1 to support repair/repaint of existing handrails vice replacement.
    • Remove and properly flash, wrap, seal and reinstall windows in ‘additions’ to stop water penetration
    • Design replacement shade devices capable of withstanding wind conditions at the site; existing awnings have blown off.  Provide cost estimate for redesigned shade devices.  Provide and install new shade devices as approved by U.S. Embassy.
    • Design replacement window and door systems at main entrance, sundeck, top front and clere story.  Provide specifications for efficiency gains of replacement.  Provide cost benefit analysis #2 to support repair/repaint of existing window/sliding door systems vice replacement.
    • Repair/replace damaged soffet at clere story windows
    • Inspect roof, parapet and clere story window systems and perform roof repairs as conditions warrant
    • Inspect and repair substandard health and building code conditions and observed damaged structural components, plumbing, electric, communication and mechanical systems where revealed
    • Seal and Paint entire structures
    • Repair and point pool deck between the building, restore damaged grounds 

    Interior (per unit basis – 1 to 6 townhome dwellings)

    • Remove water damaged and moldy ceilings from below sundecks
    • Inspect and repair substandard health and building code conditions and damaged structural components, plumbing, electric, communication and mechanical systems where revealed
    • Insulate open wall and ceiling cavities, seal all open penetrations with fireblock and/or insulating foam
    • Install architectural trim to match
    • Repair and restore the water damaged walls and ceilings to original condition
    • Paint, finish, and clean throughout including aluminum window systems (reference cost benefit analysis)
    • Repair/replace or refinish and install window curtain/treatment
    • Repair and replace plumbing fixtures, basins and shower, tub and/or enclosures in two bathrooms
    • Repair kitchen cabinetry as required by inspection to match the existing 
    • Provide and install appliance package and confirm code compliant and operational
    • Replace aged electric fixtures and ceiling fans
    • Coordinate with US Embassy HVAC contractor to reinstall affected split packs
    • Replace two bedrooms wardrobe cabinetry; redesign laundry and lower bedroom cabinets on party wall to provide wardrobe cabinetry in 3rd bedroom and storage in laundry room.

    Other relevant conditions:  The exterior work will be performed from scaffolding, not through the dwelling.  Work can be sequenced between the two buildings and six units.  HF radio rigging must be protected.  A separate means of conveyance must be arranged from the driveway or yard.  All scaffolding and rigging must be performed to USACE Safety & Health Requirements.
