KENTUCKY IS ELECTING A NEW GOVERNOR

On May 22, 2007 Kentucky is holding the primary election for Governor.

If no candidate for Governor receives 40% or more of the votes cast in the Democratic or Republican party primary elections, there will be a run-off primary election held on June 26, 2007 between the two candidates who received the highest vote totals in that party’s primary election.

REGISTERING TO VOTE AND REQUESTING A BALLOT:
In order to vote in the primary election, all members of the U.S. Uniformed Services, their family members and citizens residing outside the U.S. who are Kentucky residents should request a ballot by completing and submitting a Federal Post Card Application (FPCA), SF-76, by April 23, 2007, if you have not done so already in calendar year 2007. If you are already registered and only wish to request an absentee ballot, send a completed FPCA to the County Clerk so that it arrives not later than 6pm on May 15, 2007.

You may submit the completed FPCA for registration and absentee ballot request by fax using the following toll-free fax numbers for the U.S. and Canada: 1-800-368-8683, (703) 693-5527 or DSN 223-5527 (military). A list of additional toll-free fax numbers from overseas countries for use by U.S. citizens is available at www.fvap.gov/services/faxing.html,

RETURNING YOUR BALLOT:
For the primary election, the mailed ballot must be received at the county clerk’s office by 6:00pm on May 22, 2007; for the run-off election, 6:00pm on June 26, 2007.

RUN-OFF PRIMARY ELECTION INFORMATION:
If a run-off primary election is necessary, the State Board of Elections will post on its website, www.elect.ky.gov, no later than June 1st the list of the candidates for the run-off election and a link to the mailing addresses for the county clerk’s offices.

For this election only, the Kentucky State Board of Elections is allowing expanded use of the Federal Write in Absentee Ballot (FWAB). If a run-off election is required, the FWAB will be the primary method of voting for all military services and overseas citizens.

Hardcopies of the FWAB are available from Voting Assistance Officers at military installations or at U.S. embassies/consulates. Additionally the FWAB is available on the FVAP website, www.fvap.gov. To use the online version of the FWAB, the voter should first complete the ballot, put it into and seal an envelope and write “security envelope” on it. Then complete the affirmation form and put it, along with the security envelope, into either the prepaid return envelope or another envelope addressed to the County Clerk. Be sure to add postage if not using the prepaid envelope. The FWAB and affirmation page must be completed, signed, dated, and mailed to your county clerk by 6 p.m. local time on the run-off election day.

VAOs should contact those citizens they assist who are Kentucky voters and inform them of this news release and provide help to them in returning their federal write in absentee ballot if necessary.

ADDITIONAL INFORMATION:
Kentucky allows you to receive the blank ballot by fax. Request this on the FPCA used for ballot request – be sure to include your fax number, including prefixes.

Kentucky does not allow you to return the voted ballot by fax.
